There are no written instructions. I don't know about you, but both drawings look the same to me. No one I asked nearby on the bus knows what this sign could possibly mean.

I think the window on the right is open a little bit more (not sure about this), so they might be saying only open the window a wee bit. Not sure about the arrows... they look like the ones from DDR.
1. Open window slightly.
2. Look left.
3. Carefully!
4. Don't Look up!
5. What have you done?!?!!!
